Can i get a Samsung Omnia without a data plan?

I have been looking at various threads about the issue of forcing a data plan for verizon when buying a pda/smartphone I found one that said that after talking to customer service You are able to get the phone without the plan. If i were to do this would i be able to use the wifi feature to connect to the internet without being charged for data usage?
